×ÅÐÍÀß ÊÍÈÃÀ ÐÎÑÑÈÈTHE BLACK BOOK OF RUSSIA

The "Public Expertise Institute" and the "United civil front" newspaper have launched the joint project called "The Black Book of Russia". It is the list of our contemporaries who, by means of their concrete actions (or inactivity) inflict a sufficient damages on people and the society, who destroy legal and moral status of the country.

For what are we doing that?

Making the lists of the bastards is not the most pleasant process. But it is even more disgusting to observe how these crowds of bastards are skipping on the career ladders, filling the political Olympus; how all of them have together got into the TV and from there teach us how to live; how they pass the laws; how they judge us and how they sufficiently narrow our vital space.

We wish to list THEM by names, in order for THEM to understand: we know, that THEY are bastards, and that we can prove it. In order for us to know that we cannot shake THEIR hands under any circumstances. To force them to leave from their official positions, from which they can influence our destiny.

The overall objective of the project is to revive the institute of reputation in Russia.

How do we do it?

Selection into the "black list" is based of four criteria:

First, it should be the socially significant act having the consequences extremely dangerous to a society and contradicting the law, morals and principles of humanism.

Secondly, the person who has made such an act should be a public person, meaning that he must be either the representative of authority, or the public figure, or the politician.

Thirdly, it should be the alive and free person. We should, to a lesser extent, worry about reputation of those, who have already been punished by God and Law.

Fourthly, the act should be accomplished not earlier than 2000. We are not going to condemn once again those who persecuted Pasternak and Solzhenitsyn.

Lists are made on several nominations. Today we start to publish the materials on two of them.

"The black Themis" nomination opens by the judge of the Belgorod regional court, Mr. Victor Koshmanov who, on 20th December 2001 pronounced a verdict of guilty to Ms. Olga Kitova, the independent deputy and the journalist. It is the unique story even on the general background of the Russian justice. Olga Kitova, the deputy of the regional Duma, the columnist of the "Belgorodskaya Pravda" newspaper, was known as the legal expert and the author of numerous sharp journalistic investigations, which stirred the Belgorod authorities more and more.

The task was put forward not to admit Kitova to elections into new structure of the Belgorod's Duma raised in Autumn, 2000. The pretext for punishment of Kitova became the journalistic investigation published by her on May, 2000 in the "Belgorodskaya Pravda". The article proved that the group of the Belgorod's first-year students was accused of a crime which they not only did not commit, but which was not committed at all. The story about falsifications and tortures in "law-enforcement" bodies shook the whole region. The boys were released, and the whole administrative-judicial machine of the Belgorod region started attacking Kitova. Illegal arrests, beatings (down to reanimation) and, at last, three criminal clauses under Criminal code: hindrance to investigation of criminal case (the very case which was a bluff), slander, insults, and, at last, charge that "deputy Kitova has beaten unmercifully the group of police officers". (It is the public prosecutor's version of that episode after which small and slim journalist has been brought to reanimation on a stretcher).

The culmination of this lawlessness was the verdict of the Belgorod regional court signed by Victor Koshmanov: to find guilty on all accounts, to sentence to 2, 5 years of conditional punishment and to penalties. And the most improbable, that was an overall objective of persecution and that it is necessary to quote: "To forbid citizen Olga Kitova to be selected into representative bodies of legislature". Then there were three years of struggle of lawyers, of the Russian and international journalistic community. And, finally, there was a victory: on June 16th, 2004 the Supreme Court has completely acquitted Olga Kitova, it decided to collect in her advantage the sum of 308, 458 roubles from the Ministry of Finance of the Russian Federation, and finally the Court obliged the public prosecutor of Belgorod's region to make public apologies to Kitova for its illegal prosecution. On July 24th, 2004 the international premium of freedom of press has been handed over to Olga Kitova in the Central House of Journalist (Moscow).
Victor Koshmanov today continues to work as the judge of the Belgorod regional court.

Nomination "The Black Politicians" starts with 20 deputies of the State Duma of the Russian Federation, signed the notorious appeal, directed to the General Public Prosecutor of the Russian Federation on January 13th, 2005, published under the name "The Jewish happiness and the Russian tears … " The basic purpose of the appeal is "the prohibition of all religious and national Jewish associations as extremist ones ", suppression of Judaism dissemination as "the religion, inflaming Jewish hatred to the other population of Russia". And they do not mean the concrete charges addressed to concrete persons or organizations. The signatories demand "to stop dissemination of the given religion", ALL Jews are declared as "provocateurs and misanthropes", and "Judaism" appears as the 'form of Satanism

The further citing of this document is impossible because of hygienic reasons.

The given text puts signatories in one line with organizers of the Holocaust.

Among signatories there are different people, but presence of 20 State Duma Deputies in this company makes this appeal the extremely dangerous, "legitimizes" similar views and actions, and forces us to publish once again their surnames, because presence of these people in the politics and, furthermore, in the State Duma is dangerous to all us.
