Russia is the most unpredictable country in the world. It's hereditary.
No research cen-ter, political or sociologist on the day before
the collapse of USSR could predict, that the big-gest state on the
world would disappear. The flotsams of the USSR are also unpredictable.
No one predicted the "Maydan scenario" the day before
the "orange revolution". But Russia anyway is the champion
in this area. Every August the analysts fade and wait for shocks.
And the absence of such shocks is also unexpected and is unpredictable.

About
new "principles of civil society functioning"
The remarks of the President, directed by him into the State Duma,
in connection with preparation for the second reading of the malignant
bill "On modification of some legal acts of the Russian Federation",
testifies invariably of intention of authority to strangle and repress
the independent civil organizations, to supervise private life.
Improvements suggested by the head of the state are insignificant
and totally absorbed by newly invented police shifts. But of course,
everything is being done for our sake, in conformity "with
principles of civil society functioning" as the author of the
conclusion understands them. >>>
THE
BLACK BOOK OF RUSSIA
The
"Public Expertise Institute" and the "United civil
front" newspaper have launched the joint project called "The
Black Book of Russia". It is the list of our contemporaries
who, by means of their concrete actions (or inactivity) inflict
a sufficient damages on people and the society, who destroy legal
and moral status of the country.
Making the lists of the bastards is not the most pleasant process.
But it is even more disgusting to observe how these crowds of bastards
are skipping on the career ladders, filling the political Olympus;
how all of them have together got into the TV and from there teach
us how to live; how they pass the laws; how they judge us and how
they sufficiently narrow our vital space. We wish to list THEM by
names, in order for THEM to understand: we know, that THEY are bastards,
and that we can prove it. In order for us to know that we cannot
shake THEIR hands under any circumstances. To force them to leave
from their official positions, from which they can influence our
destiny. >>>
Democratic
Audit of Russia: Part I. The Parliament
We
are falling head over hills from the category of "partially
free" states into the category of "non-free" countries
The
"Public Expertise" Institute has summed up the first stage
of the large scale research project named the "Democratic Audit
of Russia".
The aim of the project is to define a place of today's Russia on
a scale of democratic development. National democratic audit is
not our invention. Such kind of "thermometers" defining
democratic degree of the country already exist in the Great Britain,
Sweden and other countries of the world. The World Democratic Audit
information reports are published annually. According to the estimations
of "Freedom House", one of the most known "measuring
instruments of freedom", till now Russia was included into
a category of "partially free" countries.
Preliminary results of national democratic audit of the country
conducted by the "Public Expertise" Institute, compel
to bring an attention to the question of changing the diagnosis:
Russia rolls down into the category of "non-free" countries.
The transfer from "ward of patients" into "ward of
gravely ill patients" is done on the basis of several symptoms.
In Russia actually there is no separation of powers; there was a
return to one-party system in which the Soviet hybrid: the party
- the state is formed again, parliamentary opposition is actually
absent, and there is a nationalization of a civil society process
going on.
The establishment of the diagnosis is not a game of words and not
putting labels, but the procedure necessary for mobilization of
internal resources of the country and also for our partners abroad
to correctly understand what they collide when dealing with our

The first sessions of the State Duma in 2005 are accompanied by
the spontaneous mass protest actions in many regions of the country.
Thousands people are on streets, protesting against so-called "monetary
compensation" (compensation of social allowances in money;
the monetary indemnification) which has led to deterioration of
a financial position of millions pensioners, invalids and other
people, from lower-middle and lower classes.
"The Russian Federation is the social state, which politic
is directed on creation of the conditions providing a worthy life
and free development of the person. In Russian Federation the laws
canceling or belittling the rights and freedom of the person and
the citizen "should not be issued”, - is said in 7-th and 55-th
clauses of the Russian Constitution.
But how these statutes are realized in fact? Check it out. According
to the data of the Duma Committee on work and social policy, the
minimal size of a payment (established by the State Duma) this year
will make only 27 % from a living wage. Concerning the forecasts
of the Government, declared at session of the State Duma, the number
of the people living below the poverty line (which is also the result
of some laws accepted by the State Duma) in 2005 will increase in
comparison with the previous year, and may exceed 27 million people.
